Utilis has arranged for guests to get a special rate of $149 plus tax/fees for the dates of the conference plus up to 3 days before and 3 days after, should you want to stay longer for a visit of the San Diego region. The price includes internet and a $10 discount off the prevailing self-parking rate (currently $35).

The state of US water infrastructure

Director of the Buried Structures Laboratory, Utah State University


During 2017, Utah State University conducted a survey of utilities across the US and Canada to obtain data on water main failures of municipal and private water supply systems. The results of the latest survey demonstrate that the overall condition of water supply systems in North America are getting worse with increasing break rates. The break rates for the primary pipe materials in use are compared. Of great concern is the large increases in break rates of cast iron and asbestos cement pipes. Pipe replacement rates are low and need to be increased. Also examined is regional variations in pipe materials in use, influences of corrosive soils, and a variety of other operational parameters.



Synthetic Aperture Radar: A tool for remote sensing of infrastructure

Today, an expanding suite of satellite instruments are imaging the Earth’s surface, providing snapshots of changing conditions across the globe. NASA will soon add a major component to this suite through NISAR, a new Earth Science mission scheduled to launch in 2021 that will provide near-global land imaging with 12-day repeat cycle, plus open and free data access. NISAR will carry an L-band synthetic aperture radar (SAR), built at the Jet Propulsion Laboratory, and an S-band SAR, provided by the Indian Space Agency. In this talk, Jones will discuss the unique capabilities of SAR, which include soil moisture detection and measurement of small-scale surface deformation using SAR interferometry (InSAR). Since 2009, Jones’s group at the Jet Propulsion Laboratory have been collaborating with engineers at the California Dept. of Water Resources to develop and test SAR-based techniques for assessing infrastructure using the NASA-UAVSAR airborne instrument. Drawing from her own research, she will show examples of how SAR can be used to monitor the health of water conveyance and flood control infrastructure. This game-changing technology has been applied to detect recent subsidence and rebound along the California Aqueduct and to identify levees that are subsiding in the Sacramento-San Joaquin Delta. The UAVSAR instrument is a prototype for the NISAR L-band SAR. Details of the NISAR instrument requirements, data products, and their use for critical infrastructure monitoring and disaster response will also be described.

It is recommended to fly into San Diego International Airport, which is 4 miles from the conference hotel. 
Being a small airport, the experience of landing and going through customs (if arriving from overseas) is a very pleasant experience
to large mega-airports. 
San Diego International Airport allows Uber, Lyft, and traditional taxi services to pick you up from the transportation area (follow signs at the airport to these service areas once outside). 

The hotel does not have their own shuttle from the hotel. 
If you prefer to fly into Los Angeles International Airport, you will need to arrange for your own taxi or limousine service to transport you the 2-4 hours to the conference hotel in San Diego (varies with traffic).

Recommended dress is smart casual 



November is San Diego’s sunniest month, yet it is already getting a bit colder and shifting towards winter.  Significant rain is unlikely. 
The highs will average around 65ºF (18ºC) and lows around 53 ºF (11ºC).
The hotel is adjacent to the San Diego Bay, so it can be a bit windy and cold outside. 

A light to medium jacket is recommended for morning and evenings.
